Water Use Licence Application Creighton Waste Disposal Facility located in Creighton, within Dr Nkosazana Dlamini Zuma Local Municipality of Harry Gwala District Municipality, KwaZulu Natal Province.
Project Activities and Description: The Dr Nkosazana Dlamini Zuma Local Municipality (NDZ) is operating a waste disposal facility in Creighton. The facility is authorised for the disposal of general waste, with a Waste Management Licence (WML) issued by the KwaZulu Natal Department of Economic Development, Tourism and Environmental Affairs (Reference no.: DC43/WML/0016/2024/REV2021/01). The Creighton waste disposal facility is located approximately 1km from Creighton town. The site covers an area of approximately 1.7 hectares. The site is located within regulated areas (within 500m of a Wetland).
The project triggers the following water uses in terms of Section 21 of the NWA:
• Section 21(a) – Taking water from the water resource;
• Section 21 (c) – Impeding or diverting the flow of water in a water course;
•Section 21(g) – Disposal of waste in a manner which may detrimentally impact on a water resource;
•Section 21 (i) – Altering the bed, banks, course or characteristics of a water course and
•Section 21 (j) – Removing discharging or disposal of water found underground if it is necessary
In terms of Section 40 of the NWA, Creighton Waste Disposal Facility is required to apply for and obtain a Water Use Licence from the Department of Water and Sanitation (DWS) for the triggered water uses.
Project Location
The study area is located in Creighton Town in the KwaZulu-Natal Province of South Africa. It is just within the Dr Nkosazana Dlamini Zuma Local Municipality. The central Geographical Position System (GPS) coordinates are 30° 1’7.22″S; 29°50’44.47″E.
Environmental Assessment Practitioner (EAP): Mamadi and Company SA (Pty) Ltd (Mamadi) has been appointed as an independent EAP to administer the WULA and the associated Public Participation Process (PPP).
